That's more due to the server operator not setting up the SM plugin right. To get reserve slots right, you need an extra slot(so 25 slots) to connect the donator at first. Maybe someone with more SM experience can explain it better, but if the server operator doesn't have 25 slots, then that 24th slot can't ever be filled with a player.
